I have the same immage to link to more pages.
Can I create a page that include all immagine an then use that to attach the immage in more pages or I have to attach every immages in the page in which I want to put it?

Yes, you can create a page for managing all your images (example: Media Gallery) and then use the image dialog to insert into any page. Then select the image and use the link dialog to add a link to it.
If this is an operation you need to do frequently, then create a template page under Template: (example:Templated:logo-with-link) and only edit the after you have inserted the image.
Another benefit of using a Media Gallery page is that when you update the image, it will be updated also in all the pages where you inserted it, because we intelligently always insert the most recent version of a file.

I create a template but I can't insert attach file or image, when I click on link the popup not start.

You must have your insertion point in a normal text region. If you're in a header section the Editor will disallow you from accessing most of the Editor toolbar.

We opted to not support file uploading to templates. We would need to copy over all the files on the template every time it is included in a page, which has a number of complexities (such as if a file with the same name already exists on the page). Instead, it is better to upload your files to a non-template page, and have the template reference them.
