You can tag a template page the same way you would tag any regular page. However, tags on a template page are not automatically carried over to pages that include the template. We are aware of this issue: http://bugs.developer.mindtouch.com/view.php?id=3763.

FWIW, for future development I think the ability to programmatically/dynamically tag a page via template arguments would be quite useful. As discussed in other threads, it would definitely reduce the 'activation energy' for many users to contribute content - fill in a few fields from a dhtml or similar form (including tags for categorization), click submit, and then have the page ready for any other editing.

Since this feature isn't a quick change and we are planning to revamp tagging as a whole, we are holding off for now. This feature is definitely on the radar - it would be very useful.

This feature isn't a quick change because it's not a priority or because of a big reflexion with other important tag functionnality like that http://bugs.developer.mindtouch.com/view.php?id=2859

It's a big change and carries with it a high risk for regressions.
