Adding text and links to the editor page

I'd like to show some publishing guidelines and provide links to contributors whenever they are on the edit page with the wysiwyg editor. How can I do this?

There's no easy way to do that out-of-the-box. Your best bet is to customize the skin to embed the additional content you need on the editor page.
